O ver the last few years, Project DEAL, a consortium that represents around 700 academic institutions in Germany, has been in negotiations for nationwide licensing agreements with three of the largest scholarly publishers—Elsevier, Springer Nature, and Wiley. DEAL Wiley, Springer and Elsevier journal licenses and Open Access publication facilities for journals of the publishers Wiley, SpringerNature and Elsevier. In 2013, the five editorial groups Elsevier, Springer, Wiley-Blackwell, Taylor & Francis, and SAGE Publications published more than half of all academic papers in the peer-reviewed literature. At that time, Elsevier accounted for 16% of the world market in science, technology, and medical publishing. Negotiations have been completed with Wiley, Springer, Sage and Elsevier on the journal packages that we license with these publishers, reducing our total spend by $550,000, which will be applied to the $1.2 shortfall in the MU Libraries collections budget. Publishing their results in the open-access journal PLOS ONE, the team looked at all scientific articles published in the Web of Science database between 1973 and 2013, and found that five companies have published more than half of them since 2006: Reed-Elsevier, Taylor & Francis, Wiley-Blackwell, Springer and Sage. An analysis of the 45 million documents indexed in the Web of Science, and recently published in PLoS, reveals that Reed-Elsevier, Springer, Wiley-Blackwell, Taylor & Francis and Sage published Elsevier, Springer, and IEEE are very popular publishers for research paper publication in computer science/engineering.
